Daniel Atkinson will partner Nicho Hynes in the halves against the Raiders as the Sharks shoot for a fourth straight win on Sunday.
Atkinson, one of two inclusions to the 17 that beat the Cowboys last round, will play his fourth NRL game and start for the first time.
With Atkinson moving into the starting line-up, outside back Mawene Hiroti has been named as 18th man for the trip to GIO Stadium in the nation's capital.
Elsewhere, Sione Katoa is set to reclaim his place on the wing having served a one-match suspension for a high tackle. After scoring a try in a memorable NRL debut, local junior Sam Stonestreet has reverted to the extended interchange.
Bench prop Braden Hamlin-Uele will celebrate his 100th match for the Sharks, a week after notching up an overall century of NRL appearances.
Kick-off is at 4.05pm, with TV coverage on Nine, Nine Now, Foxtel and Kayo.
